Hi Jeff,
I'd be happy to brainstorm with you on this but I'm not exactly clear about what you are looking for. Assessments of performance can be checked against either detailed descriptions of the steps that qualify as appropriate performance or against the results. Mastery strikes me as a more narrow goal - focused on a fairly specific skill.
What is the context where you hope to use these assessments? What types of skills are we talking about?
