It's possible a contributor will not want all of the default tabs that a resource offers (e.g. Questions and Wishes).  There might be some concern that the author feels responsible to answer these questions and wishes.  This is a tricky subject, though, as in the future we would like all resources to have versioning and branching ability.  Those questions and wishes in some sense are really for the community, and it would be nice to allow someone else to answer and/or grant them.  I'll leave this wish up to foster discussion on the topic.
